MCC Introduces New Freeze, Float and Online Reporting Rules

🚨 Major MCC Counselling Change: NEET UG 2026 candidates allotted a seat in Round 1 or Round 2 will have to choose between Freeze and Float.

Float candidates seeking upgradation will not need to visit the allotted college physically during Round 1 or Round 2.

They can submit willingness and documents online for provisional admission and upgradation.

The Medical Counselling Committee has published the official NEET UG Counselling Information Bulletin 2026 for MBBS, BDS and B.Sc Nursing admissions.

The bulletin introduces a major change in the process of:

• Seat joining
• Document verification
• Upgradation
• Reporting
• Resignation and surrender

These changes apply to the MCC counselling process for the 2026–27 academic session.

What Has Changed in 2026?

Until 2025, candidates generally had to physically visit the allotted college to complete reporting, document verification and willingness for upgradation.

For 2026, MCC has introduced two separate options:

1. Freeze — No Upgradation

Choose Freeze when:

• You are satisfied with the allotted seat.
• You do not want to participate for upgradation in the next round.
• You want to finalise and retain the allotted college.

Freeze candidates must:

1. Upload the mandatory documents on the MCC portal.
2. Visit the allotted college physically.
3. Submit original documents.
4. Complete physical document verification.
5. Pay the applicable college admission fee.
6. Complete final admission at the allotted institution.

Freeze means you are retaining the seat and not seeking an upgrade in the next round.

2. Float — Willing to Upgrade

Choose Float when:

• You want to provisionally retain the allotted seat.
• You want to participate in the next MCC round.
• You want a chance to upgrade to a higher-preference college or course.

Float candidates in Round 1 and Round 2 can:

• Submit willingness for upgradation online.
• Upload mandatory documents on the MCC portal.
• Complete document verification online through the allotted institute.
• Obtain provisional seat confirmation.
• Participate in the next round.
• Avoid visiting the allotted institute physically at that stage.

✅ Major benefit: Float candidates do not need to travel to the allotted college merely to retain the seat while seeking upgradation in Round 1 or Round 2.

Mandatory Document Upload for Everyone

Uploading scanned documents on the MCC portal is mandatory for both:

• Freeze candidates
• Float candidates

MCC advises candidates to upload clear scanned documents within the reporting period, preferably within 2–3 days after declaration of the final allotment result.

Candidates must ensure that:

• Documents are clear and readable.
• Category details match their counselling registration.
• Certificates are valid for the applicable session.
• No document is missing.
• Names and personal details match the NEET and counselling records.

Online Verification for Float Candidates

The allotted college will verify uploaded documents online.

The college may identify issues such as:

• Blurred document copies
• Incorrect certificates
• Missing documents
• Category mismatch
• Difference between the candidate’s claim and uploaded evidence

If an issue is found, the college’s Document Verification Committee may raise an online query.

The candidate must upload the corrected document within the applicable reporting period.

After verification, the college may:

• Provisionally confirm the allotted seat, or
• Cancel the seat if the candidate’s documents do not support the claim made during registration

⚠️ Candidates should regularly check their MCC login after uploading documents. Ignoring a document query could result in cancellation of the seat.

What Happens After Round 3?

Physical reporting becomes mandatory after the Round 3 provisional result for:

• Candidates receiving a fresh Round 3 allotment
• Candidates upgraded in Round 3
• Round 1 or Round 2 Float candidates whose earlier seat remains retained because they did not receive an upgrade

These candidates must visit the allotted institution physically and complete admission.

🚨 No resignation is permitted from a Round 3 allotted seat.

A candidate allotted a seat in Round 3 who does not report will:

• Lose the security deposit
• Be removed from further counselling rounds
• Not be permitted to claim the earlier seat after an upgrade

Resignation and Seat Surrender

The resignation process depends on whether the candidate selected Freeze or Float.

Freeze Candidate

A Freeze candidate must visit the allotted college physically and submit the resignation within the time prescribed by MCC.

Float Candidate

A Float candidate with provisional admission may submit a seat-surrender request through the MCC Candidate Login.

The candidate must:

1. Login to the MCC portal.
2. Select the Withdrawal or Resignation option.
3. Submit the required request and supporting documents.
4. Ensure that the resignation is completed within the official MCC deadline.

Once a seat is surrendered, the candidate will have no further claim over that seat.

Candidates may resign or exit according to the applicable rules of Round 1 and Round 2.

Round 3 allotted seats cannot be resigned or surrendered.

Round-Wise Exit Rules

Round 1

• Free exit is permitted according to MCC rules.
• Candidates may continue to Round 2.
• Candidates selecting Float can retain the seat provisionally while seeking an upgrade.
• A candidate upgraded in Round 2 loses all claim over the Round 1 seat.

Round 2

• Failure to join an allotted Round 2 seat results in forfeiture of the security deposit.
• Eligible candidates may seek upgradation to Round 3.
• Float candidates can complete provisional joining and document verification online.
• Resignation must follow the MCC-prescribed process and deadline.

Round 3

• Physical reporting is mandatory.
• Non-joining results in security-deposit forfeiture.
• No resignation or exit from a Round 3 allotted seat is allowed.
• The candidate becomes ineligible for further rounds after receiving and joining or failing to join the Round 3 allotment, as applicable under MCC rules.

Important Registration Rules

Candidates must submit only one MCC counselling registration form.

Submitting multiple registrations may lead to:

• Cancellation of candidature
• Debarment from the MCC allotment process
• Further action by MCC/DGHS

Candidate details entered during registration are treated as self-certified.

MCC generally does not change or modify:

• Candidate name
• Date of birth
• Category
• Contact details
• Other registration information

The mobile number and email address used for NTA NEET UG registration should remain accessible because MCC OTPs will be sent to those registered details.

MCC Counselling Fees

AIQ, Central Universities, AIIMS, JIPMER, ESIC, AFMC and B.Sc Nursing

Deemed Universities

Candidates applying for both Government/AIQ and Deemed University seats must pay the higher Deemed University amount.

Refund Warning

The security deposit will be refunded only to the same bank account, card or payment source from which it was originally paid.

Candidates should:

• Avoid using an unrelated person’s account.
• Keep the original bank account or card active.
• Preserve the payment receipt.
• Avoid closing the payment account before the refund process is completed.

The security deposit is generally processed after completion of all counselling rounds according to MCC’s refund notification.

Important Advice Before Choosing Freeze or Float

Choose Freeze when:

• You are fully satisfied with the allotted college.
• You do not want any further upgradation.
• You are ready to report physically and finalise admission.

Choose Float when:

• You want to retain the current seat as a provisional backup.
• You want to participate in the next round.
• Higher choices remain above the allotted option.
• You understand that an upgrade will automatically cancel your claim over the earlier seat.

⚠️ Do not select Float without reviewing your higher choices carefully. If upgraded, you cannot return to the previous college.

What Students Should Do Now

1. Read the complete MCC Information Bulletin.
2. Understand the difference between Freeze and Float.
3. Prepare clear scanned copies of all documents.
4. Keep original certificates ready for physical reporting.
5. Confirm fees, bond, stipend and service conditions directly with colleges.
6. Use the same mobile number and email registered with NTA.
7. Prepare your college choices in correct priority order.
8. Regularly check MCC login for document-verification queries.
9. Follow resignation and reporting deadlines exactly.
10. Never rely on verbal advice from an agent or unofficial source.
