Main explanation

Quick Answer

MCC has officially released the NEET UG Counselling Information Bulletin 2026, including the exact registration fees, refundable security deposits, forfeiture rules and refund process.

At the time of MCC registration, candidates pay two separate amounts:

  1. Non-refundable registration fee
  2. Refundable security deposit

The official MCC NEET counselling fees for 2026 are:

Counselling RouteCategoryRegistration FeeRefundable Security DepositTotal Payment
AIQ, AIIMS, JIPMER, Central Universities, AFMC, ESIC and Central B.Sc. NursingUR/EWS₹1,000₹10,000₹11,000
AIQ, AIIMS, JIPMER, Central Universities, AFMC, ESIC and Central B.Sc. NursingSC/ST/OBC/PwD₹500₹5,000₹5,500
Deemed University counsellingAll categories₹5,000₹2,00,000₹2,05,000

A candidate applying for both Government/Central routes and Deemed University seats does not pay both fee structures separately. The candidate pays only the higher Deemed University amount of ₹2,05,000.

🟢 Registration fee: Non-refundable after successful registration.

🔵 Security deposit: Refundable only when the candidate remains eligible under MCC rules.

🔴 Forfeiture: From Round 2 onwards, receiving a seat and not joining can lead to loss of the security deposit.

The MCC security deposit is refunded only after all counselling rounds are completed. The refund goes back to the same bank account or card used for the original payment.

Who Should Read This Guide?

This guide is useful for:

  • Candidates registering for MCC Round 1
  • Students applying for 15% All India Quota
  • AIIMS and JIPMER aspirants
  • Candidates applying to Central universities
  • Students considering Deemed Universities
  • Parents arranging the ₹2 lakh Deemed security deposit

  • Candidates comparing counselling charges with college fees

Registration Fee, Security Deposit and College Fee Are Different

Many families use the phrase “counselling fee” for every payment.

This causes confusion because the candidate may make several different payments during admission.

1. Registration Fee

The registration fee is paid to participate in MCC counselling.

It is:

  • Non-refundable
  • Separate from the security deposit
  • Separate from college tuition
  • Treated as the counselling service charge

Once registration is successfully completed, MCC treats the counselling service as provided.

2. Refundable Security Deposit

The security deposit is collected to ensure that candidates follow the counselling and joining rules.

It may be refunded when:

  • The candidate remains eligible under the counselling scheme.
  • No forfeiture condition applies.
  • MCC includes the candidate in the eligible-refund list.
  • The original payment account remains active.

It may be forfeited when:

  • A Round 2 or later-round seat is allotted but not joined.
  • Admission is cancelled due to incorrect information.
  • Required documents are not produced.
  • A category or quota claim is unsupported.
  • A Round 3 or Stray Vacancy allottee does not report.

3. College Tuition Fee

College tuition is paid after allotment according to the allotted institution’s instructions.

MCC registration payment does not include:

  • Annual MBBS or BDS tuition
  • Hostel charges
  • Mess charges
  • University charges
  • College caution deposit
  • Examination fees
  • Books and instruments
  • Bond or discontinuation amount

4. Hostel or Institutional Deposit

A college may separately collect:

  • Hostel security
  • Caution money
  • Library deposit
  • Laboratory deposit
  • University registration charge
  • Other approved institutional charges

These amounts are controlled by the college or university, not by the MCC security-deposit policy.

Exact MCC Registration Fees 2026

AIQ, AIIMS, JIPMER, Central Universities, AFMC, ESIC and Central B.Sc. Nursing

CategoryNon-Refundable Registration FeeRefundable Security DepositTotal Amount
UR/EWS₹1,000₹10,000₹11,000
SC/ST/OBC/PwD₹500₹5,000₹5,500

This fee structure applies to notified Government and Central counselling routes such as:

  • 15% All India Quota
  • AIIMS
  • JIPMER
  • Delhi University
  • Banaras Hindu University
  • Aligarh Muslim University
  • Jamia Millia Islamia
  • AFMC registration
  • ESIC seats
  • Central B.Sc. Nursing seats
  • Other participating Central institutions notified by MCC

Candidates must still check whether they satisfy the eligibility conditions of a particular institution or quota.

MCC Deemed University Counselling Payment 2026

Candidate CategoryNon-Refundable Registration FeeRefundable Security DepositTotal
All categories₹5,000₹2,00,000₹2,05,000

The same Deemed University registration and security payment applies to all candidate categories.

The ₹2,00,000 security deposit is not the college tuition fee.

After allotment, a Deemed University may separately require:

  • Annual tuition
  • Hostel fee
  • Mess fee
  • University charges
  • College security deposit
  • NRI fee where applicable
  • Other approved admission charges

⚠️ A family may therefore need to arrange the ₹2,05,000 MCC payment first and a much larger college payment after allotment.

Applying for Government and Deemed Seats Together

A candidate may want to include:

  • AIQ Government colleges
  • AIIMS
  • Central institutions
  • Deemed Universities

The candidate does not pay ₹11,000 plus ₹2,05,000 separately.

MCC requires payment of only the higher Deemed University amount:

  • Registration fee: ₹5,000
  • Security deposit: ₹2,00,000
  • Total: ₹2,05,000

This higher payment allows participation in the applicable Government/Central routes and Deemed University routes, subject to eligibility and choice filling.

MCC Fees vs State Counselling Fees

MCC and State counselling are separate processes.

The exact MCC fees mentioned in this guide should not be used as the fee structure for:

  • Gujarat counselling
  • Maharashtra counselling
  • Karnataka counselling
  • Uttar Pradesh counselling
  • Tamil Nadu counselling
  • Rajasthan counselling
  • Kerala counselling
  • Any other State counselling authority

Each State may have its own:

  • Application fee
  • Registration charge
  • Security deposit
  • Government-seat deposit
  • Private-college deposit
  • NRI deposit
  • Choice-filling payment
  • Refund rule
  • Forfeiture rule

A candidate following MCC and State counselling together may need to make separate payments to both authorities.

Read the current State prospectus before payment. Never assume that MCC’s refund rule automatically applies to State counselling.

Why Does MCC Collect a Security Deposit?

The security deposit discourages candidates from:

  • Blocking a seat without intention to join
  • Keeping unaffordable choices active
  • Ignoring later-round allotments
  • Giving incorrect information
  • Failing to produce required documents
  • Entering strong-commitment rounds casually

The deposit protects the counselling process because a blocked seat may otherwise remain unavailable to another eligible candidate.

The security deposit should therefore be treated as money at risk when entering Round 2, Round 3 or Stray Vacancy.

What Does Security-Deposit Forfeiture Mean?

Forfeiture means the candidate loses the refundable security amount.

For example:

  • A UR candidate under the Government/Central route may lose ₹10,000.
  • An SC/ST/OBC/PwD candidate under that route may lose ₹5,000.
  • A Deemed University participant may lose ₹2,00,000.

The registration fee is already non-refundable.

Therefore, forfeiture affects the security-deposit portion of the payment.

Round 1 Free Exit and Financial Protection

MCC Round 1 gives candidates a free-exit option.

If a candidate receives a Round 1 seat but does not want to join:

  • The candidate may give up the seat.
  • The security deposit is not forfeited.
  • The candidate may participate in Round 2 according to MCC eligibility.
  • Fresh Round 2 choices are required.

⬇️

⬇️

⬇️

Free exit means giving up the seat. It does not mean that the Round 1 seat remains protected.

Round 1 Free Exit vs Float

Round 1 Free ExitRound 1 Float
Candidate gives up the seatCandidate provisionally retains the seat
No seat protectionEarlier seat remains if no upgrade occurs
No security forfeitureSecurity deposit remains in counselling
No joining requiredMandatory document upload and online verification
Candidate enters Round 2 without the old seatCandidate enters Round 2 holding the old seat

A candidate should select Float instead of free exit when the student wants to protect the Round 1 seat while trying for an upgrade.

Round 2 Forfeiture Rules

Round 2 has a stronger financial commitment than Round 1.

If a candidate receives a Round 2 seat and does not join:

  • The allotted seat is lost.
  • The refundable security deposit is forfeited.
  • The candidate may need to pay the full security deposit again for Round 3.
  • Fresh Round 3 choices are required according to the rules.

Round 2 Resignation

A candidate who joins a Round 2 seat and later resigns:

  • Loses the security deposit.
  • Loses the allotted seat.
  • May participate in Round 3 only after completing the applicable fresh-payment process.
  • Must complete the official resignation procedure.

Do not keep any Round 2 choice active unless the family is ready to pay the complete college fee and the student is willing to join.

Round 3 Financial Risk

Round 3 is the final regular upgrade round.

If a Round 3 seat is allotted and the candidate does not report:

  • The security deposit is forfeited.
  • The seat is lost.
  • The candidate is eliminated from further MCC rounds.

Candidates upgraded in Round 3 also lose their claim over the previous seat.

A candidate who joins a Round 3 seat cannot normally resign or surrender it through the regular process.

Before Entering Round 3

Remove any college that is:

  • Unaffordable
  • Unwanted
  • Too distant for the student
  • Not acceptable to the family
  • Carrying an unacceptable bond
  • Having a fee that has not been verified
  • Added only as an experiment

Stray Vacancy Round Financial Risk

The Stray Vacancy Round should be treated as a final commitment.

If a candidate is allotted a Stray Vacancy seat:

  • The candidate is expected to join.
  • Non-joining causes security-deposit forfeiture.
  • The candidate loses the allotted seat.
  • The candidate may be removed from any further counselling rounds.
  • The allotment data may be shared with State authorities.

Do not add a Stray Vacancy choice only to check what seat may be allotted.

Every choice should be:

  • Eligible
  • Affordable
  • Acceptable
  • Ready for immediate joining

Other Situations That Can Cause Forfeiture

Security deposit can also be forfeited when admission is cancelled because:

  • Incorrect information was entered during registration.
  • The category claim is not supported.
  • Eligibility conditions are not satisfied.
  • Mandatory original documents are not produced.
  • A false NRI claim is made.
  • An invalid PwBD certificate is used.
  • Institutional quota eligibility is not proved.
  • The candidate fails document verification.
  • The candidate misses the stipulated reporting deadline.

Candidates should verify every claim before choice filling.

What Happens to the Security Deposit When No Seat Is Allotted?

A candidate who does not receive a seat should not expect an immediate refund after each round.

MCC processes eligible security-deposit refunds only after all counselling rounds are completed.

The candidate should:

  • Continue checking the MCC portal.
  • Wait for the completion-of-counselling notice.
  • Check the eligible-refund list.
  • Keep the original payment account active.
  • Preserve the payment receipt.

The registration fee remains non-refundable.

MCC Security Deposit Refund Process

The normal refund process is:

Step 1 — All Counselling Rounds End

MCC completes:

  • Round 1
  • Round 2
  • Round 3
  • Stray Vacancy
  • Any additional round officially notified

Step 2 — MCC Publishes a Refund Notice

MCC announces completion of counselling and publishes the list of candidates eligible for a security-deposit refund.

Step 3 — Financial Custodian Processes Refund

The Financial Custodian initiates refund processing after the MCC notification or eligible-refund list.

Step 4 — Refund Returns to Original Payment Source

The refund is sent to:

  • The same card used for payment, or
  • The same bank account used for payment

Step 5 — MCC Publishes Refund Details

MCC may publish:

  • Candidate refund details
  • Refund date
  • Transaction reference
  • Pending or failed-refund information

MCC Refund Timeline

According to the official MCC bulletin:

  • The security-deposit refund begins only after all counselling rounds are completed.
  • MCC publishes the eligible-refund list.
  • The Financial Custodian initiates refunds within approximately 15 working days.
  • The process is expected to be completed within 30 days of publication of the eligible list.
  • Bank credit may take another 2–15 days depending on the candidate’s bank and payment system.

The candidate does not need to submit a routine refund request before MCC starts the official refund process.

Where Will the MCC Refund Be Credited?

The security deposit is refunded only to the original payment source.

Card Payment Example

If the MCC payment was made through a particular debit or credit card, the refund returns to that same card-linked account.

Bank Account Example

If the payment was made through a particular bank account, the refund returns to that same bank account.

MCC does not normally transfer the refund to a different bank account because:

  • The candidate has changed the account.
  • The candidate prefers another account.
  • The payment was made by a relative.
  • The card has been closed.
  • The family now wants the money elsewhere.

Do Not Use an Unrelated Bank Account

Avoid paying the MCC security deposit from:

  • An agent’s bank account
  • A consultant’s card
  • An unknown relative’s account
  • A cyber-café operator’s account
  • A third-party payment source not controlled by the family

If the payment is made from someone else’s account, the refund will return to that same account.

MCC will not normally redirect it to the candidate’s personal bank account.

The safest payment source is:

  • Candidate’s account
  • Parent’s account
  • A trusted family-controlled account
  • A card that will remain active

Keep the Original Account and Card Active

Do not close the payment account or card before the refund is completed.

A closed or blocked account can cause:

  • Refund failure
  • Long processing delays
  • Manual verification
  • Additional banking formalities
  • Difficulty tracing the transaction

Save:

  • Bank account details
  • Card details with only the last four digits
  • Payment transaction number
  • MCC receipt
  • Bank debit statement
  • Registered email
  • Registered mobile number

Do Candidates Need to Apply for the Refund?

Normally, no.

MCC automatically prepares the eligible-refund list after counselling is completed.

Candidates should not repeatedly contact the Financial Custodian before:

  • The official refund process starts.
  • MCC publishes the eligible-refund list.
  • The official waiting period has passed.

After MCC publishes refund details, candidates should check:

  • Whether their name is on the eligible list.
  • Whether a refund transaction number is shown.
  • Whether the original bank account is active.
  • Whether the bank has credited the amount.

Who Is the MCC Financial Custodian?

MCC’s Financial Custodian is HLL Lifecare Limited, a Government of India undertaking under the Ministry of Health and Family Welfare.

The Financial Custodian:

  • Collects registration fees
  • Collects refundable security deposits
  • Processes eligible refunds
  • Handles applicable payment and refund issues

For refund-related communication, candidates should use the email registered with MCC.

Official Refund Email

financemcc@lifecarehll.com

Other Financial-Custodian Queries

callcentremcc@lifecarehll.com

Candidates should also verify current contact information through the official MCC Contact page before writing.

Do Not Start a Bank Chargeback

A chargeback is when the cardholder asks the bank to reverse a payment.

MCC advises candidates not to initiate a chargeback for the counselling security deposit.

A chargeback can:

  • Block the normal MCC refund process.
  • Force the candidate to deal only with the bank.
  • Require withdrawal of the chargeback.
  • Require a no-objection certificate from the bank.
  • Cause a long delay in manual refund processing.

Follow the MCC Financial Custodian process instead of starting an unauthorised bank dispute.

What If More Than One Payment Was Made?

A duplicate or excess payment can happen when:

  • The portal shows a temporary failure.
  • The bank debits money, but the status is delayed.
  • The candidate pays again.
  • A parent and candidate both make payment.
  • The browser is refreshed during payment.

According to the MCC bulletin:

  • Candidates can approach the Financial Custodian after the specified waiting period following closure of the registration window.
  • Excess payment may be refunded within the applicable processing period.
  • An administrative deduction may apply.
  • MCC states that 50% of the registration fee or ₹500, whichever is lower, may be deducted from each excess receipt refund.

Keep all payment references and receipts.

What If Money Is Debited but the Portal Shows Payment Failure?

Take these steps:

  1. Do not immediately close the payment page.
  2. Save a screenshot.
  3. Note the transaction number.
  4. Check the bank statement.
  5. Log in again and check payment status.
  6. Wait for the reconciliation period mentioned by MCC.
  7. Check MCC notices for payment guidance.
  8. Contact the official Financial Custodian when required.
  9. Use only the registered email address.
  10. Preserve every proof.

Do not make repeated payments without first checking the deadline and official guidance.

When the deadline is very close, follow the latest MCC payment instructions and keep proof of every transaction.

Can MCC Payment Be Made From an NRI Account?

The MCC bulletin states that the security deposit should not be remitted directly from an NRI account because the refund cannot be returned to an NRI account under the applicable banking rules.

An NRI candidate using overseas-linked funds may need to:

  1. Transfer the funds to an NRO account.
  2. Make the MCC payment from the NRO account.
  3. Keep the NRO account active.
  4. Receive the refund in the same NRO account.

Candidates should verify this with their bank before making the payment.

Does MCC Pay Interest on the Security Deposit?

No.

MCC does not pay interest on the refundable security deposit.

Even when the amount remains with the Financial Custodian until counselling ends, only the eligible security amount is refunded.

Who Pays the Bank or Gateway Charges?

Any bank or transaction charges are generally borne by the candidate.

These charges are separate from:

  • Registration fee
  • Security deposit
  • College tuition
  • Hostel fee

MCC does not reimburse normal bank charges incurred during registration.

Do not assume that one security deposit replaces the other.

College Tuition and Admission-Fee Safety

After allotment, verify the college fee through:

  • Official college website
  • Official admission notice
  • MCC College Information section
  • Official fee order
  • Allotment letter
  • Authorised accounts department

Pay only through:

  • Official college portal
  • Authorised bank account
  • Approved demand draft
  • Official accounts office

Do not pay through:

  • Personal UPI ID
  • Agent’s account
  • Consultant’s account
  • Faculty member’s account
  • Unverified QR code
  • Social-media payment link

Always collect:

  • Official fee receipt
  • Admission acknowledgement
  • Candidate payment reference
  • Original-document receipt

Deemed University Financial Planning

Before adding any Deemed University choice, calculate:

  • ₹2,05,000 MCC registration and security payment
  • Annual tuition
  • Hostel
  • Mess
  • University fee
  • Examination fee
  • College security deposit
  • NRI fee where applicable
  • Fee revision
  • Discontinuation penalty
  • Full-course cost
  • Travel and personal expenses

A college with a wider previous closing rank may still be financially unsuitable.

Never keep a Deemed University in the choice list only because:

  • Its previous cutoff was achievable.
  • The student wants to see whether it is allotted.
  • Someone said the security deposit would always return.
  • The family has not yet checked the tuition.
  • The college may provide a discount.

Every submitted choice should be financially possible.

Practical Example 1 — Government AIQ Candidate

A UR candidate pays:

  • Registration fee: ₹1,000
  • Security deposit: ₹10,000
  • Total: ₹11,000

The registration fee will not be refunded.

The ₹10,000 security deposit can be refunded after counselling when no forfeiture condition applies.

Practical Example 2 — Deemed University Candidate

A candidate pays:

  • Registration fee: ₹5,000
  • Security deposit: ₹2,00,000
  • Total: ₹2,05,000

The ₹5,000 registration fee is non-refundable.

The ₹2,00,000 deposit is refundable only if the candidate remains eligible under MCC rules.

If a Round 2 Deemed seat is allotted and the candidate does not join, the ₹2,00,000 security deposit can be forfeited.

Practical Example 3 — Payment From a Relative’s Card

A parent uses a distant relative’s credit card for the MCC payment.

After counselling, the family expects the refund in the candidate’s bank account.

However, the refund will return to the same card used for payment.

This can create:

  • Delay
  • Confusion
  • Dispute with the cardholder
  • Difficulty if the card is closed

Use a family-controlled payment source whenever possible.

Practical Example 4 — Round 2 Unaffordable Seat

A candidate keeps a high-fee Deemed University in the Round 2 choice list.

The seat is allotted, but the family cannot arrange the college tuition.

If the candidate does not join:

  • The seat is lost.
  • The ₹2,00,000 security deposit can be forfeited.
  • Round 3 may require fresh payment.

The problem should have been prevented before choice locking.

Practical Example 5 — Duplicate Payment

The bank debits ₹11,000, but the MCC portal temporarily shows payment incomplete.

The candidate pays ₹11,000 again.

The family should:

  • Save both receipts.
  • Save both transaction numbers.
  • Wait for the official reconciliation period.
  • Contact the Financial Custodian using the registered email.
  • Follow the excess-payment refund process.

The candidate should not start a chargeback without following MCC instructions.

Build a Counselling Payment Tracker

Maintain a simple table like this:

FieldDetails to Record

Common NEET Counselling Payment Mistakes

  • Calling the complete MCC payment a registration fee
  • Assuming every amount is refundable
  • Forgetting that the registration fee is non-refundable
  • Using an agent’s bank account
  • Using an unrelated relative’s card
  • Closing the original bank account
  • Entering Round 2 without understanding forfeiture
  • Keeping an unaffordable Deemed University active
  • Assuming the ₹2 lakh deposit includes tuition
  • Not checking State counselling fees separately
  • Paying college tuition to a personal account
  • Making repeated payments without checking status
  • Failing to save the bank reference number
  • Starting a bank chargeback
  • Expecting refund immediately after one round
  • Contacting unofficial refund agents
  • Sharing OTP or card information
  • Using an NRI account without checking the refund restriction
  • Ignoring an MCC eligible-refund list
  • Assuming MCC will redirect a refund to a new account
  • Expecting interest on the security deposit
  • Confusing college caution deposit with MCC security deposit
  • Missing the payment deadline
  • Waiting until the last hour
  • Trusting a screenshot instead of the official MCC receipt

Final Takeaway

NEET counselling payments should always be separated into:

  1. Non-refundable registration fee
  2. Refundable security deposit
  3. College tuition and admission charges
  4. Hostel and institutional charges
  5. Bank or payment-gateway charges

Remember:

SituationFinancial Result
Round 1 free exitSecurity deposit not forfeited
Round 2 seat allotted but not joinedSecurity deposit forfeited
Round 2 seat joined and resignedSecurity deposit forfeited
Round 3 seat not reportedSecurity deposit forfeited and candidate eliminated
Stray seat not joinedSecurity deposit forfeited
Wrong information or missing documentsDeposit can be forfeited
Eligible refundReturns to original payment source after counselling

Before making any payment, ask:

What part is non-refundable, what part is refundable, when can it be forfeited, and where will the refund return?

The safest financial plan combines:

Correct category + correct counselling route + trusted payment account + complete fee research + round-wise risk awareness + saved receipts.
