MCC Revises NEET UG 2026 Counselling Rules
MCC has introduced important changes in the NEET UG 2026 counselling process, including one-time physical reporting, online resignation, online NRI document upload, digital verification and improved seat & fee transparency.
MCC NEET UG 2026 Reporting Rules Have Changed
🚨 Major Official Update: MCC NEET UG 2026 will introduce Freeze and Float options, one-time physical reporting, online resignation and online document verification.
>
Important: Physical reporting has not been removed for every candidate. The requirement depends on whether the candidate chooses Freeze or Float after allotment.
The Ministry of Health & Family Welfare has officially announced important student-friendly reforms for MCC NEET UG Counselling 2026.
These changes apply to counselling for All India Quota and other undergraduate seats managed by MCC.
Freeze vs Float — Most Important Change
After receiving a seat allotment, candidates will be able to select their willingness online.
| Option | What the Candidate Must Do |
|---|---|
| Freeze | Accept the allotted seat and physically report to the institute within the official schedule |
| Float | Keep the allotted seat provisionally and participate in later rounds for upgradation through online formalities |
What Happens If You Select Freeze?
Candidates selecting Freeze must physically report to the allotted institution within the prescribed reporting period.
They will need to complete:
- Verification of original documents
- Payment of the applicable admission fee
- Institutional admission formalities
- Final confirmation of the allotted seat
✅ Freeze means you are accepting the allotted seat and completing physical admission formalities.
What Happens If You Select Float?
Candidates selecting Float want to retain the allotted seat provisionally while trying for a better seat in a subsequent round.
Float candidates will be able to complete the required admission formalities and document verification online within the notified timeline.
During this upgradation period, they will not be required to:
- Physically report to the allotted college
- Submit original documents to the institution
- Pay the institutional admission fee at that stage
Their provisional seat will remain protected while they participate in the permitted subsequent rounds.
✅ Float candidates can continue upgradation without repeatedly travelling to the allotted institution.
Upgradation Available Till Round 3
The official announcement states that the upgradation facility will remain available up to Round 3.
After completion of Round 3, candidates holding allotted seats will have to physically report to their respective institutions for:
- Original document verification
- Admission-fee payment
- Completion of institutional formalities
- Final joining
The revised system is intended to ensure:
- One-time physical reporting
- One-time original-document verification
- One-time institutional admission-fee payment
Online Resignation Facility
MCC will also provide an online resignation facility.
Candidates who are permitted to resign under the applicable counselling rules will be able to submit the resignation through the MCC counselling portal.
They will generally not need to visit the allotted institution physically for resignation.
⚠️ Important: Online resignation will be allowed only during the officially permitted resignation period and according to the MCC Information Bulletin or separate notices.
A candidate should never assume that resignation is available after every round or at any time.
NRI Document Submission Moves Online
The MCC NRI admission process will now be fully digital.
NRI candidates will:
- Register through the online counselling portal.
- Upload the prescribed NRI documents online.
- Complete online verification through designated Document Verification Officers.
This replaces the earlier process of sending NRI documents through email.
NRI candidates must submit all required legal and evidentiary documents, including applicable proof that the sponsor is the candidate’s bona fide legal guardian under the prescribed rules.
Online Verification and Seat-Matrix Validation
The new MCC process will also include:
- Candidate data pre-populated from NTA
- Online document verification
- Seat-matrix validation by NMC
- Verification by participating institutions
- Improved cybersecurity through NIC
- Digital grievance support
PwBD Candidate Support
The number of designated PwBD assessment centres has been increased from 16 to 61.
Under the new NMC framework:
- The medical-board certificate will be called an Eligibility Certificate
- Assessment will be based on functional competency
- Eligible candidates may use an Appellate Disability Assessment Board according to the Information Bulletin
MCC Support Facilities
Candidates can use:
- 24×7 Toll-Free Helpline: 1800-102-7637
- MCC 2026 Grievance Email: mcc2026@gov.in
Use only official MCC contact details and avoid unofficial agents or admission links.

Hire Guide Education Advice
This change will make MCC counselling easier, but students must select Freeze or Float very carefully.
Choose Freeze only when you are ready to accept and physically join the allotted institution.
Choose Float only when you understand the upgradation rules and are prepared to accept the final seat obtained through subsequent rounds.
Hire Guide Education will issue a separate step-by-step update when MCC releases the Information Bulletin, schedule, registration dates and complete round-wise rules.
