NMC Changes PwBD Assessment Rules for MBBS Admission

♿ Major Eligibility Update: NMC has introduced a new competency-based and function-oriented assessment system for PwBD candidates seeking MBBS admission in 2026.

A candidate’s MBBS eligibility will not be decided only from the disability percentage or disability category written on the UDID card or disability certificate.

The National Medical Commission, through the Undergraduate Medical Education Board, has issued new guidelines for assessing Persons with Benchmark Disabilities (PwBD) seeking admission to the MBBS course.

The new framework applies to PwBD candidates participating in NEET UG 2026 MBBS counselling through MCC and applicable State/UT counselling authorities.

What Changed

Under the new framework:

• MBBS eligibility will be based on an objective assessment of functional competency.
• The assessment will not depend only on the numerical disability percentage.
• Medical boards must consider the candidate’s ability to meet the essential competencies required for medical education.
• The assessment may consider:
• Reasonable accommodation
• Assistive technology
• Accessibility support
• Rehabilitation advances
• The candidate’s functional abilities
• The certificate issued for MBBS admission will be treated as an Eligibility Certificate, rather than only a general disability certificate.

Disability Certificate vs MBBS Eligibility Certificate

⚠️ A regular disability certificate or UDID card establishes the nature and percentage of disability, but it may not by itself confirm eligibility for MBBS admission.

For MBBS counselling, the designated Medical Assessment Board will evaluate whether the candidate can pursue medical education with appropriate reasonable accommodation and support.

The final certificate issued by the designated board will indicate whether the candidate is eligible for MBBS admission under the applicable PwBD route.

Who Is Affected

The update is important for NEET UG 2026 candidates who:

• Are claiming PwBD reservation
• Have a valid disability certificate or UDID card
