OJEE has issued official instructions for Odisha-domicile NEET UG 2026 candidates seeking PwBD/PC reservation under the 85% State Quota MBBS/BDS counselling process.

The notice is dated 4 August 2026 and follows the National Medical Commission’s 2026 guidelines for assessing Persons with Benchmark Disabilities for admission to the MBBS course.

Who Is Affected?

This notice applies to candidates who:

• Are domiciled in Odisha
• Qualified NEET UG 2026
• Intend to participate in Odisha State counselling
• Wish to claim PwBD/PC reservation
• Seek applicable MBBS/BDS seats in Government or Private colleges under the 85% State Quota

Medical Assessment Board Venue

Candidates will be required to visit:

Medical Assessment Board of OJEE LT-II, SCB Medical College Cuttack, Odisha

Mandatory Documents

Candidates must keep the following ready:

1. NEET UG 2026 scorecard showing eligibility
2. Permanent UDID card issued by the Department of Empowerment of Persons with Disabilities, Government of India
3. Self-certified functional-ability affidavit
4. Appendix-A self-certification affidavit
5. Applicable disability-specific affidavit from:

• Appendix-B — Hearing impairment
• Appendix-C — Locomotor disability, upper-extremity coordinated activity
• Appendix-D — Locomotor disability, lower-extremity stability
• Appendix-E — Mental illness, speech disorder, specific learning disorder or autism spectrum disorder
• Appendix-F — Visual impairment

1. Relevant medical reports and assistive-device records, where applicable
2. Identity and counselling documents prescribed later by OJEE

Eligibility-Certificate Rule

The Medical Assessment Board will assess the candidate based on:

• Disability details stated on the permanent UDID card
• Functional-ability declarations
• Applicable NMC affidavit
• Medical and functional assessment
• Feasibility of reasonable accommodation
• Ability to complete the MBBS curriculum
• Patient-safety considerations

The Board may determine a candidate as:

• Eligible
• Eligible with reasonable accommodation
• Ineligible

The Medical Assessment Board’s decision will be final and binding for the Odisha PwBD counselling claim.

PwBD Choices Will Be Restricted

Only candidates recommended by the Medical Assessment Board will be shown PwBD seat choices during Odisha counselling.

Merely having:

• A disability certificate
• A UDID card
• A NEET-qualified rank
• A PwBD entry in the application

does not by itself guarantee eligibility for PwBD-reserved choices.

Failure to Attend

OJEE has clearly stated that candidates who fail to attend the Medical Assessment Board will not be considered under the PwBD category under any circumstances.

Such candidates may lose access to PwBD-reserved seat choices even if they otherwise participate in counselling.

Certificate Validity

The eligibility certificate issued through this process will be valid only for the 2026–27 academic session.

A previous-year medical-board certificate should not be treated as valid for the current counselling session unless OJEE expressly confirms otherwise.

Fake Documents Warning

Submission of a fake UDID card or affidavit may result in cancellation of the allotted seat and legal action.

Candidates must ensure that:

• The UDID card is permanent and genuine
• The disability details are accurate
• Every functional declaration is truthful
• Affidavits use the officially prescribed format
• Documents are not altered or recreated unofficially

Important MBBS/BDS Clarification

The OJEE notice applies to Odisha State Quota MBBS/BDS counselling candidates claiming PwBD reservation.

The underlying NMC functional-assessment guidelines are specifically framed for admission to the MBBS course. Candidates seeking BDS seats should follow OJEE’s counselling instructions and any additional dental-admission rule published by the competent authority.
